Teer, literal translation “arrow” and traditionally called "Thoh Tim", is a famous game that combines archery with dreams. It originated in the Indian Northeastern city of Shillong, Meghalaya.
People bet on numbers between 0 to 99. It is based on dreams, because people bet on two digit numbers that they choose (traditionally) based on their last night’s dream.

About 50 archers congregate two times a day to shoot two rounds, and in each round they collectively shoot about 1000 arrows.
At the end of a round, five teer officials count the arrows that hit the target. The last two digits of the final count are the winning numbers of the round, e.g. if 748 arrows hit the target, then 48 is the winning number.
The game dates back to the early 20th century when weekly archery contests were held between the clubs of various villages in Shillong. The Teer game took its present form in the late 1950s.

In Shillong, the game is conducted by the Khasi Hills Archery Sports Association, which comprises 12 Meghalaya archery clubs from the Khasi tribe in Shillong.
People buy tickets and bet on numbers from 0 to 99 between 10 am to 3.30 pm, every day.
About 50 archers congregate at the Khasi Hills Archery Sports Institute’s Polo Ground in Shillong at 3:30 PM and 4:30 PM, and in each round they collectively shoot 1500 (30 each) and 1000 (20 each) arrows, respectively, at a target placed at a distance of about 50 yards.

There are roughly 15 lakh teer players in Meghalaya. The bookies generally pay out about Rs. 50-60 lakhs a day. Even though we don’t have the actual numbers, the bookies must collect in crores daily.
The archers are paid about Rs 250 to 500 a day.
Teer game was legalised by the state government of Meghalaya in 1982 under the Meghalaya Amusements and Betting Tax (Amendment) Act 1982.
Betting on teer was banned in the 1970s, and Meghalaya teer counters were often raided. Shillong Teer was legalised again in 1982 to add a revenue source for the newly formed state.
After the Meghalaya Amusements and Betting Tax Act was repealed with the coming of GST Act, the Meghalaya Cabinet on May 16, 2018 approved an ordinance to regulate ‘teer’.
It is advised to buy teer tickets from reputed Meghalaya teer counters or stalls that have a valid license number. There are over 5000 Meghalaya teer counters including archery counters in Shillong.
The game provides employment to over 10,000 persons who sell tickets at the teer counters. The sellers at the teer counters in Meghalaya earn Rs.300 – Rs.500 per day.

Ankur Priyadarshan, a Pune-based entrepreneur started a website called TeerCounter.com in October 2014. This popular website also has everything a teer lover would need, except the option to bet online.
Night teer: Night teer rounds in Shillong are held at 7:00 pm and 8: pm.
It’s a simple website that is dedicated to announcing Shillong Teer results online. It is the frontrunner in the teer domain, so far. It was previously known as TeerCounter.com. The website gets about 1.4 lakh monthly unique visitors.

Khanapara Teer in Guwahati, Assam announces daily khanapara teer results at 4:15 PM and 4:45 PM. Khanapara common numbers are announced at 02:35PM & 02:45PM. Khanapara, Guwahati teer is also known as Assam Teer. Various unofficial websites announce daily Khanapara teer results.
One must note that the game of Teer is illegal in Assam.
The teer game reached Bhutan from its original place in Shillong, Meghalaya.
In Bhutan, mobile phone-based online teer lottery has picked up pace among betters. Most of the bets are made on 70-80 unofficial groups running the Teer lottery business. Most of the groups are on the Chinese social networking app, WeChat. Each online group has over 100 players.
People choose numbers between 0 to 90 and bet amounts ranging from Nu 50 to Nu 1000. The winning odds of getting the right number is 70:1. One can also win a two side hit, i.e. if the winning number is 28, then 27 and 29 are side hits.
A person can play in one or more groups at a time, by betting on the same or different numbers simultaneously in different groups.
Every time a player in a mobile-based online group pays for their booked numbers, the admin of the group uploads an updated excel sheet to the group. Players can make digital transfers of money to the admin.

As per the Section 429 of the Information Communications and Media Act of Bhutan 2018, online gambling is illegal in the country.
Bhutan Lottery, a State-owned Enterprise, has reported illegal lottery businesses to the Department of Law and Order (DLO). Bhutan Lottery is the only legal and authorized lottery operator in Bhutan.
The DLO in Bhutan urges people to not participate in illegal gambling. It has even instructed the Royal Bhutan Police (RBP) to take action on illegal online teer betting.
Due to illegal online teer lottery activities, the sales of the official lottery has dipped to 60-70 percent.
To crackdown the illegal mobile-based teer lottery in Bhutan, Bhutan Lottery agents join mobile teer lottery groups and report admins’ phone numbers and bank accounts to RBP.
As per a report in Kuensel Online,Chief Executive Officer of Bhutan Lottery, Phenphay Drukpa, said, “The admins are smart. They drop the account as soon as they smell danger. Sometimes they hand over the account or they simply change their name. But they still keep making profit from such illegal practice… It’s our responsibility as a legal operator to report any individuals doing illegal business.”
